What is built so far

Phase 2A of seven. The rule engine (Phase 1) scores a patient with a full trace of why — 32 clinical vignettes and 8 safety invariants, all passing. Phase 2A adds the screens: a single-screen staff triage cockpit, with a result area that acts on what is still missing before a tier is accepted, and an Explain screen that opens any decision down to the rule that produced it. Offline operation and the drafts that survive a killed browser tab are Phase 2B.
